You can also use a 'Spark' which is like a snow scooter and explore the local streets. They are made from wood and very easy to use. Most Swedish families have a few in the garage.

You don't need an actual rink, just a frozen over school playground or lake, we went down to the local primary school where the tennis court is transformed into an ice skating / ice hockey rink during the winter. It was lots of fun and cheap and low level of commitment is required because you can just skate for a few minutes until your feet get sore and then drink hot chocolate!
